Health, Safety, and Well-Being

Health, safety, and emotional well-being are the foundation of a child’s ability to thrive. Yet too many children in Maine face barriers to consistent care, mental health support, and safe, nurturing environments.


We advance policies that support child safety and family well-being. MCA provides leadership and capacity as the backbone organization of the Maine Children Welfare Action Network (MCWAN), a coalition of organizations and individuals committed to working together to ensure the safety and well-being of all Maine children, youth, and families.

There are too few judgment-free, low-barrier preventive supports for families to access before crises occur.

Gaps in Access to Care

Many children, their parents, and caregivers—especially in rural areas—struggle to access physical health and behavioral health services.

Disparities by Race and Income

Children of color and those from low-income families experience higher rates of health complications, housing instability, and involvement in crisis systems.

Child Welfare Strain

Overreporting of perceived child abuse and neglect, and too many families in crisis, have resulted in an overburdened state agency and children separated from their families and placed in state custody.

We advocate for policy change that improves child well-being in Maine by addressing root causes, centering community voice, and holding systems accountable.


Every recommendation we make is backed by data from our  KIDS COUNT® Data Book, informed by families, community members, and providers on the ground, and aligned with our commitment to equitable and sustainable change.

Our current health, safety and well-being priorities include:

Expanding access to parent and caregiver behavioral health and crisis services


Supporting upstream efforts to keep children safe by keeping families strong and limiting the need for child welfare system intervention


Increasing investments in programs, services, and spaces that promote supportive communities for families


Understanding where racial disparities persist and promoting solutions that ensure equitable health outcomes


Providing leadership and capacity to support the Maine Child Welfare Action Network to drive systems change efforts that keep kids safe and families together
