Early Care & Education

Early childhood is a critical period that shapes a child's cognitive, social, and emotional development. Access to high-quality early care and education (ECE) ensures that children are prepared for school and life, while also supporting families and strengthening Maine's economy. At the Maine Children's Alliance (MCA), we advocate for policies that make quality early learning opportunities accessible and affordable for all Maine families.

Where Gaps Persist

Key Challenges in Maine

Limited Access

Many communities, especially in rural areas, lack sufficient child care and preschool options, making it difficult for families to find quality care.

Affordability Issues

The high cost of child care places a significant financial burden on families, often exceeding what a family’s budget can sustain.

Workforce Shortages

Low wages and barriers to professional development contribute to a shortage of early childhood educators, which impacts the quality and availability of care.

Fragmented System

Early childhood programs and funding sources are scattered across different branches of the Maine state government. As a result, many services for young children are poorly coordinated or difficult for families to access.

Where We Come In

Our Policy Work

We advocate for policy change that early care & education in Maine by addressing root causes, centering community voice, and holding systems accountable.

Every recommendation we make is backed by data from our KIDS COUNT® Data Book, informed by families, community members, and providers on the ground, and aligned with our commitment to equitable and sustainable change.

Our current early care & education priorities include:

Expanding access to affordable, high-quality child care, public preschool programs, and Head Start across Maine

Strengthening the early learning workforce through better wages, benefits, and professional development

Advancing policies that expand access to infant and toddler care and services for children with disabilities, especially in rural communities

Creating a system where early learning, child well-being, and family leadership and support come together to ensure that all Maine children and families thrive

Providing leadership and capacity to the Right from the Start coalition to drive early childhood systems transformation and elevate the early care and education needs of families
