Freda L. Plumley


Freda L. Plumley has more than three decades of experience in issues related to children and families, plus she holds undergraduate and graduate degrees in psychology and social work. She began her career as a child welfare worker, acquired significant management responsibilities, and retired as director of the Maine Division of Child and Family Services. Along the way, she was involved in the entire range of child and family services, including foster home licensing, child placement and supervision, adoptive home studies, and child protective work, and she managed a case load ranging from 75 to more than 100 children. Among her many accomplishments are creation of critical milestones in the evolution of Maine's child and family service programs. She is, for example, an author of the Child and Family Service and Child Placement Act, which recodified the state's child welfare laws, and she co-chaired a group that recodifed Maine adoption laws.
